Chapter 362 A Nation Anew Pt.2
"As Mr. Arias has just pointed out, we believe that this the duty of those with power to aid those without. And use their abilities and resources to help further society as a collective.
Previously, we blessed used our power to help defeat monsters and enjoyed a relatively favorable influence over society. That will be the case no longer.
We would like to implement a program designed to implement super-powered individuals into fields their powers fit the best in.
Individuals with electricity based abilities may aid in the redevelopment of power grids and those with heat and geokinetic abilities may find themselves working in infrastructure.
Of course, this will not be mandatory for anyone, as we were all born with dreams of our own... but we do intend to make this implementation a worthwhile endeavor for those who devote their time to it."
A reporter suddenly raised her hand. "I'm sorry, I know that you said no questions, but…"
'And you're still going to ask me anyway…' Morgan sighed internally.
"How will you accommodate the human population and ensure that they do not fall behind in a job market where their average co-worker can toss a car over their head with one hand?"
Morgan had only been at politics seriously for one day and he already looked exhausted. "We-"
"If you would have let the man finish, he would have gotten to that."
Awena stepped on stage and swiftly came to Morgan's rescue.
He was so grateful he could've kissed her. Not literally though. That was a scary woman.
"All Revival projects involving genetic augmentation and cybernetic enhancements of class 2 and below will be offered on a wider scale for the general populace in the coming weeks.@@novelbin@@
We may not be able to make you fly or spit balls of fire, but we will at least be able to ensure that you don't fall behind in the job market, and live a little longer too. If you don't neglect the gym, then you'll be their equal in terms of physical strength."
Morgan's gratitude to Awena changed to awe.
As much as he had struggled with managing the crowd, she had dealt with everything in stride. The gap between the two of them as political figures was not small.
Morgan had a lot of catching up to do, but he believed himself ready for the challenge. At least until the time came for him to walk away…
Awena looked at Morgan as if she were waiting for him to continue. Determined not to be left behind, Morgan cleared his throat and stepped up to the podium once again.
"Furthermore, we will be implementing a categorical system for super-powered individuals, formerly known as the 'blessed'. Henceforth known as the Evolved."
The projector behind Morgan changed to show a diagram with six charts pictured.
He proceeded to explain the terms and categories that would be used to label the evolved and their different powers.
Elemental- Any ability to manipulate, or generate, or become an embodiment of, a natural element.
Enhanced- An ability that allows one to dramatically or slightly boost their speed and strength, or in some cases, the strength of others.
Creation- Those with the ability to create matter out of thin air, either temporarily or permanently.
Kinetic- Any ability that allows one to manipulate kinetic energy to achieve a variety of outcomes.
Psychic- Those with above average psychic abilities; i.e creating solid construct out of psychic energy and / or mind control or telepathy.
Bestial- Evolved who possess the ability to talk to, manipulate, or develop animal characteristics.
Mystic- Abilities that cannot be explained through scientific means. I.E, magic.
Morgan scratched the back of his head wryly. "Now, it is important to remember that our scientists have determined that certain genetic powers do have the potential to mutate, so there is a possibility that new ranges of powers may spring up from time to time. If that happens, please report to your nearest testing facility so that we can get you properly assessed."
Morgan went over several more important tidbits over the course of the briefing.
As one might've expected, a good fifty percent of the briefing was dedicated to the Evolved and their new function in society.
Morgan explained that Evolved with likeminded abilities could come together to form a restructured guild or clan that would function similarly to before.
Only instead of receiving government contracts to hunt monsters, they would be contracting workers who had signed on underneath them.
One clan might focus on maintaining a power grid for a given area, while another might concentrate on environmental projects like reforestation.
And of course, they are not limited to the fields they can pursue. To help foster integration, they are expected to hire an even amount of Evolved and Humans to maintain government subsidization. Though any other hiring requirements are up to their discretion.
The number of personnel that they can hire is as many as 500,000 or as little as 2. It all depends upon the needs of the head and their ability to get things done.
Though clans with far less personnel would hardly be subsidized the same as a larger one.
Morgan also detailed a reconstruction plan that would hopefully rebuild the country's destroyed parts in upwards of two years' time.
He also talked about plans to revive and reorganize the three branches of government in America, as well as set a date for a presidential election to take place in fifteen month's time, with local elections starting far sooner.
He made it clear that neither he, nor Awena were elected officials and would simply be placeholders until another candidate was elected democratically.
If he were honest, he didn't plan to run for election either. Just this one meeting had aged him horrifically and he wanted nothing more than to go home and boil himself in a bath.
But before he could do that, there were just a few more details to iron through.
Like the reinstatement of the Dark Angels, and reintroducing their leader.
For the first time, Awena actually seemed caught off guard today.
When she watched Joanne step on stage, a wave of memories came running back. And with them, a greater shame than she had ever felt before.
