Those present in the projection included God-Level figures such as Manina III, Pu Langte, Sidim, Cecilia, and all seven God-Level members of the Skru race.
The reason those God-Level beings could return from Blue Star was because Cao Cao had made it to Skru Star.

Manina III seemed quite unperturbed, as did the six God-Level beings beside him, including Cao Cao who stood not too far behind.
“You?” uttered Manina XIII in disbelief.
Had his ancestor lost his mind? Why spark panic among the citizens?
“Haha, don’t get excited, Manina. In fact, this was Pu Langte’s suggestion…”
Manina III laughed heartily as he began explaining the whole situation.
It happened like this—
Starting from the previous day, seven Skru God-Level beings had intensely hunted and stopped Cao Cao.
However, due to Cao Cao’s self-created spell “One Leaf Blinding,” which had a highly prioritized status, they had not been able to stop him. They were engaged in a “hide-and-seek” game on the wildlands, even proper bouts were rare.
After being hunted for a day, Cao Cao felt that the situation was undesirable.
If he kept playing cat-and-mouse with Skru people, he wouldn’t be able to accomplish anything in the following days, meaning his visit to Skru Star would be pointless.
The seven Skru God-Level beings also felt that dragging the situation on wasn’t doing any good.

Both parties were satisfied with this agreement and so, it was verbally settled.

Having heard his ancestor’s account, Manina nodded in understanding.
This verbal agreement was quite favorable for the Skru people. Manina’s greatest concern was that Prime Minister Cao Cao might wreak havoc in densely populated areas, causing mass casualties.
With the mass death of civilians, anti-war sentiment among the public would be heightened. If Cindy Doppler were to fuel this sentiment further, the pressure created could be strong enough to shatter the coalition government.
So, he found the verbal agreement fairly acceptable.

Manina was still puzzled. “Ancestor, this verbal agreement has nothing to do with you asking Cecilia to publicly announce Cao Cao’s whereabouts, right?”
Even if Cao Cao didn’t go to the Skru populated areas and posed no threat to the lives of ordinary civilians, there was no need to publicly announce his existence. It’s better to avoid unnecessary complications.
Manina III waved off his concern, saying, “This was Pu Langte’s idea. He said that just coming out of seclusion, I need to reestablish my authority.
