If the Marines' enemy was pirates, then the enemy of the World Government was the Revolutionary Army.
This was not a matter of equal strength but a battle of ideologies.
No matter how much pirates disrupted the seas, burned, looted, and plundered, they could not fundamentally shake the dominance or status of the World Government.
Pirates remain unorganized and undisciplined thieves, often fighting among themselves. Through measures like checks and balances, the World Government ensures stability, even using the chaos of piracy to increase member nations' dependency on its authority.
This, in turn, smoothened the collection of "heavenly gold."
With its immense resources, would it truly have been impossible for the World Government to eradicate piracy over the past 800 years?
But the Revolutionary Army was a different story.
While disorganized criminals were manageable, an organized, disciplined, and ideologically driven opposition was far more threatening.
Despite their flawed strategies and reckless actions, as observed from Colt's knowledge of their techniques, the Revolutionary Army was still enough to cause significant concern for the World Government.
It's no wonder that the leader of the Revolutionary Army was dubbed the world's most dangerous criminal.
As for the Monkey family, they occupied a strange space in this conflict.
The lightning that had pierced the sky finally faded, revealing the figures of Dragon and another man.
"Koushiro, is this your apprentice? His swordsmanship is impressive, but his spirit is even more remarkable."
Under the execution platform, Luffy had rejoined Zoro and Sanji.
Together, they fought against Buggy and Alvida's crew, determined to reach the port.
Dragon's gaze rested on Zoro as he wielded his three swords with skill.
Although Zoro's abilities were still immature in Dragon's eyes, he could sense the potential within him.
Zoro's sheer willpower and conviction were the hallmarks of a future great swordsman. "It's still early days for him," Koushiro commented.
"He hasn't yet mastered the ability to cut steel. There's much hardship ahead for him."
"Your son is also quite the lively one."
Dragon chuckled.
Though Koushiro spoke modestly, a subtle smile betrayed his pride in Zoro's progress.
The exchange of pleasantries ended quickly.
While seeing Luffy off was one of Dragon's goals, it wasn't the only reason for his visit.
He had come to recruit Koushiro.
"Koushiro, join us. I promise that the Revolutionary Army will help you reclaim Wano and defeat Uchiha Madara and Kaido of the Beasts."
Dragon's voice was sincere, and there was a rare sense of urgency in his tone.
This wasn't the first time he'd made this offer, but the stakes were higher now.
Senju Tobirama had chosen to advance his position in the Five Elders' favor by focusing on suppressing the Revolutionary Army.
With his intelligence-gathering and ninja skills, Tobirama was a formidable force, capturing key Revolutionary Army leaders and sabotaging their operations.
The Five Elders, impressed by his efficiency, gave him more authority over the CP organization.
This put the Revolutionary Army in a dire situation.
Apart from Dragon, Sabo, and a few high-ranking members, they had no one who could match the reanimated ninjas under Tobirama's command.
Their losses were mounting by the hour.
Hearing Dragon's proposal, Koushiro remained unmoved.
"I'm content with my life now," he replied. "I don't wish for it to become more chaotic."
"As for Wano, it has its own fate. I won't intervene any further."
While Koushiro occasionally assisted the Revolutionary Army, he refrained from deeper involvement.
Dragon, though disappointed, had anticipated this response.
He opened his mouth to say more but was interrupted by Koushiro.
"They're in trouble again. Why not step in again?" Koushiro said, gesturing below.
Dragon turned his gaze downward.
The Marines had arrived.
Smoker, armed with his Logia Smoke powers, was an unstoppable force in the East Blue.
His smoke tendrils quickly restrained numerous pirates as he charged toward Luffy.
"Monkey D. Luffy, I swear on my honor as a Marine, you won't leave Logue Town for the Grand Line!"
Smoker's instincts told him that letting Luffy escape would spell future chaos.
That determined gaze and confident smile-it was just like Roger's.
Smoker's smoke-covered fists surged forward, aiming for Luffy.
Luffy, incensed at being blocked, swung his own fist.
"Get out of my way! Don't stop me from going to the sea!"
But without [Armament Haki], Luffy was no match for Smoker and was swiftly subdued.
"Thirty million berries isn't much to be proud of. It's over," Smoker muttered.
Rain poured heavily from the sky as a strong hand suddenly grabbed Smoker's arm.
"Don't be so hasty, Smoker," came a calm voice.
Smoker's eyes widened.
He hadn't sensed anyone approaching.
Turning around, he saw the green-hooded figure with a distinctive tattoo.
"You..." Smoker's expression darkened.
"The World Government has been after your head for years."
Dragon smiled faintly. "I'm well aware."
A sudden unease gripped Smoker as a Nine Tomoe Sharingan appeared before his eyes.
He instinctively tried to look away, but it was too late.
When his senses returned, Dragon had already unleashed a powerful gale with some sort of
ability.
Far away on Fish-Man Island, Colt paused and gazed in the direction of the East Blue.
"After two and a half years in hiding, is it finally time to reveal it?"
What do you think?
