CHAPTER START---
"Alright, if he's secure, bring him here for full interrogation," Mudman says from the control room. "I want to know everything Flect Turn knows within the hour, then we can clean up the rest of his idiotic cult."
"Yes sir," one of his assistants says before scurrying away.
Mudman rubs the back of his neck, relieved that this crisis is over and they can all finally get some proper sleep.
Only for another agent to barge into the room, panic on his face, and rush over to him. "Sir, we have a problem!"
Mudman sighs. "What is it? Did something happen with the evacuees in Otheon?"
"No. It's in Tokyo, every alarm is going off.""Ignore it," Mudman says, turning back to the screens. "Horizon is there, he'll handle whatever it is."
"But that's the thing. Horizon is the problem."
Mudman immediately turns to the man, glaring at him beneath his visor. "Explain."
"3 Minutes ago, he and Star and Stripe engaged in combat, half of Minato Tokyo is destroyed."
"Why are they fighting?"
"His visor has been transmitting since the beginning, and it looks like a…falling out of some kind."
Mudman turns to the room that's now listening in on his conversation. "All resources on Tokyo. I want all the data we can get. Figure out what the hell is making them fight, now!"
As everyone gets to work, Mudman glares at the massive monitor in the middle of the room, showing an aerial view of what once was Minato Tokyo.
'They're really fighting, now of all times. But Tokyo was evacuated, luckily…or planned?'
He taps the side of his visor. "Get back to the situation room, forget the refugees for now."
"But we're barely half done—"
He cuts off Phantom Thief. "That was an order. We have a potential global crisis on our hands."
"Just one after the next," Phantom Thief says while already stepping out of a purple beside Mudman. "What's the—"
He chokes on his words, seeing the destruction on the monitors.
"When you evacuated Tokyo, who gave you the order?"
"President Pantu, she said there was a potential attack with Horizon outside of Japan."
Mudman nods, crossing his arms and tapping his chin. "Too perfect. And I can't believe that this conflict happens at the same time Horizon's parents get revealed. Not to mention when he's already exhausted."
"Exhausted?"
Mudman shrugs and glances at one of the nearby monitors, tracking Horizon's ambient energy output.
"45%, not exactly 'Exhausted'. But that's about as low as it's ever been."
"I think someone is setting him up."
"Do you think he knows?"
"I don't think he cares."
"Who? Why, and more importantly, how the hell do they plan to put him down?"
"No idea. But they'd need more than her. They'd need—" The large security door behind him opens, and in walks the United Nations Secretary-General, holding a folder in her arms.
'They'd need everyone,' Mudman puts another part of their plan together.
"I assume you're aware of the…" She falls silent after seeing the destruction on the monitor.
"Not what you were expecting?" Mudman says. "A bit more destruction than you planned for?"
She glares at him, but ignores the obvious bait. "You need this, a countermeasure suite formed for any Mystery Class incidents." She hands him the folder, which he immediately begins reading.
"Extensive, lots of information, lots of wrong information," he says. "If you asked nicely, I would have helped."
"No, you wouldn't have. But your job is to run this team, so we had unbiased people plan for this potential threat. It was a necessity after Horizon's mind snapped during his fight with Gigantomachi.
But we couldn't simply involve anyone in the planning. Even those with more information, such as Nezu. And even for someone as calculated as you, planning against Horizon may put you between duty and loyalty. We didn't want to burden you with that."
Phantom Thief rolls his eyes. "Translation, they were scared you'd tell Horizon."
"This is a long list of volunteers, none from America. Interesting." Mudman says while scanning the list.
"That's not important right now. What is important, is that they're both ignoring any calls to stop the fight," she says. "Clearly, this only ends one way, and whoever is left standing could be dangerous. We're asking you to prepare. That is the job you signed up for, isn't it?"
Mudman looks up from the documents to glare at her. "It is, so I will. But I'll go talk to Horizon first. The last thing I want to do is attack one of my friends, and I'm sure he feels the same way."
She glances at the monitor and sees them clash, only for Star and Stripe to be knocked through miles of buildings. "I'm not so sure about that. Besides, what makes you so sure he'll win?"
"Because, regardless of how well you orchestrated this, he's still Horizon…"
---Meanwhile, in what was Minato Tokyo…
Digging herself out of a collapsed skyscraper, Star and Stripe looks up at the afternoon sun. Then, out at the sea of rubble around her.
Slowly rising above the rubble, she floats in the air, scanning the surroundings, expecting another attack.
"Had enough?"
She turns around to see Horizon standing there, Sunder in hand. The blade was already cloaked in the glowing blue energy of his Awakening, K-Room, an ability she was not painfully familiar with.
"You piece of shit!" she flies toward him, punching his location, only for him to warp behind her and stand there.
Her punch causes a massive blast wave, tearing apart the ground and acting like a wind tunnel for all the rubble.
Miles of destruction with each punch, a physique superior to All Might, even at his best.
"So dramatic."
She turns to glare at him. "You know what she did to my family and didn't even care. You pretended to be my friend after all of this. You were the only person I could trust, my only friend!"
"You'll get over it."
"Fuck you!"
"We already did tha—" He warps away as she punches his location again.
This time he warps behind her, sword already positioned to slash at her.
But Star spins and launches another punch at him, which collides with the blade.
Horizon knows about her, about her Quirk Awakening, about her Orders.
The first Order makes her highly resistant to anything manipulating her mind and body, including Hand Of God, just as he can resist her Quirk.
Thus, he is using more direct attacks, such as his immensely amplified Incision. Direct physical slashes against her body and punches.
Her second Order, transforms the small and frail Cathleen Bates into her current form, with a physique and physical prowess superior to All Might.
Because of this, the moment their attacks connect, he warps away, unable to handle the physical strength of this woman. His slash matches her punch for just a moment and barely scrapes her skin before the force is felt in his arm and shoulders.
A millisecond and his bones would shatter into dust against her might, forcing him to warp away, but not before the shockwave is sending the shockwave parallel to them in both directions.
Horizon prepares and warps to her again, ready for another clash, already healed, only for her to alter her third and final Order.
The Order that she has constantly been changing during the course of this battle, surprising Horizon in ways he didn't expect.
He prepares to slash, only for her to change it in an instant, deactivating her ability to freely fly through space.
'New Order: The space between Horizon and I, will cease!'
Suddenly Horizon and Star are both shunted to each other, meeting in the middle where he's so surprised that her fist slams into his body.
He barely moves, saving his head at the cost of her shattering his collarbone and left shoulder.
SHAMBLES!
He instantly warps away as she begins falling, now unable to fly. Because of her primary order, giving her a superhuman physique, she can hear his pained groan from miles away, across the sea of rubble.
She crouches in mid-air and uses her strength to kick off the atmosphere like a platform, running toward him.
She clears the many miles in less than a second, causing a windstorm behind her while preparing another punch.
Horizon senses her approaching quickly on the other side of the wall, and his shoulder is already healed.
'New Order: The space between myself, and the point 200ft ahead of me, will cease!'
She and Horizon once again are shunted to the point in the middle of them, as is the wall between them.
Her fist slams into the wall and launches another pressure wave, but Horizon has already warped away.
'So the same trick won't work twi—' Her thoughts are cut off as he appears above her and thrusts down with his blade.
The point almost reaches her eyeball before she thinks of a solution.
'New Order: The space between myself and the point 100ft to my left, will cease!'
She shunts herself to safety as Sunder pierces the ground, and half of Japan experiences a quake while a massive pit in the battlefield forms.
'What the hell was that?' she wonders while landing on her feet and resting her hand on the ground. 'New Order: The rubble around me will gather into a 300ft -100m- tall avatar to fight with my will!'
As her golem is forming, a massive energy slash splits it in two and races toward her.
Seeing the Divide, she raises both her hands.
'New Order,' she cancels the forming rubble avatar now that it's served its purpose of baiting out his energy attack. 'My hands will reverse the directional vector of any energy they touch!'
She catches the attack in her hands and redirects it at Horizon.
Seeing this, his eyes widen, but he raises his sword and clashes with it, surprising her.
But deep down, she still somewhat understands. He's always faced challenges directly. For this reason alone, she knows he won't run away, even if she's capable of defeating him.
He deflects the attack and appears in front of her again, slashing directly at her face.
The attack lands before she can notice it, still somewhat blinded by the light of his clash, and it slashes at her face.
Her Quirk and physical power resists, but she's still sent tumbling through the ocean of rubble, past it and into the untouched Shibuya.
As she slams into the first building and shatters it, he warps to her while she's benign, rag dolled through a room and slashes her again.
Changing her direction and sending her downward, into the underground subway.
TAKT!
With a thought he collapses miles of earth, metal, and everything else in Shibuya onto her and compresses it as best she can, forming a large sphere within this small city.
Inside it, while being crushed, Star thinks of a brand new Order.
'New Order: For the next 10 seconds, my body becomes completely permeable!'
The rubble harmlessly flows through her and is crushed into a dense planetoid five miles wide, sitting in a hole, while she flies above it.
'That's new,' Horizon thinks as he senses the rubble pass through her. He launches a Divide at her, but she deactivates her last Order and plummets down to the sphere of what was Shibuya, placing a hand on it.
'New Order: The rubble and debris of this sphere will become molten, and follow the vector of my arm!'
Horizon's eyes grow wide as the entire sphere glows and begins to melt, then Star leaps toward him with her immense strength.
She rears back a punch, and he slashes forward, ready to clash.
Only for her to punch the air beneath her, changing her direction while thrusting her other hand out at him.
He's confused for a moment before sensing a city's worth of molten debris rocketing toward him.
CURTAIN!
He raises a shield with his free hand, not taking his eyes off Star and Stripe as the mottled earth rushes around the shield like a tsunami.
SHAMBLES!
He warps away, into the air beside her and slashes at her again, causing her to wince this time as she only had so much energy to resist his Quirk. No longer invulnerable to his invasive influence.
She's sent flying for barely a few hundred feet before catching herself and giving another Order.
'New Order: The space between Horizon and I, will cease!'
She appears in front of him, but while he was expecting a fist, she greeted his slash with a open palm.
'New Order: The atmosphere in a 100ft cube in front of me, will cease!'
Horizon's breath hitches as the air is torn from his lungs, suddenly feeling the painfully familiar sensation of warping into outer space.
He pushes through it, even as the environment attempts to make his blood boil and eyes burst, he ignores the pain and uses his Quirk to push forward.
Landing a slash on her that leaves a gash across her chest, finally drawing blood from the woman.
'New Order: The gravity in the space in front of me, will become stronger!'
With a thought, the gravity influencing Horizon is multiplied a hundred times over as the atmosphere returns.
By not specifying the force of the gravity, she pushes the power of the singular Order to its limit.
And even Horizon is wracked with such pain that it takes him nearly two seconds to warp out of the gravity well.
He warps to the other side of the new battlefield and crumples onto the ground with every bone in his body, broken, coughing up blood and failing to ignore the pain as his eyes regenerate.
Star uses her enhanced senses to find him, and by the time she spots him, he's already rising to his feet, rapidly healed within seconds.
'This is the best chance I'll get to use it,' she kicks off the air and rockets past the clouds. "Star Strike System, firing protocol, full power!"
Horizon looks up to see a brilliant light above, and can clearly sense the satellite. But he is unsure what warping it would do, and part of him is curious about what other tricks she may have up her sleeve.
So, instead of interfering, he shrinks his Room to cover no more than the Tokyo area. 100km -62mi- across, all the way to the far side of Tokyo Bay.
Allowing himself to fully focus on the fight that's about to begin.
"New Order," Star and Stripe says at the edge of space, seeing the massive energy beam descending to her. "This energy shall cloak me like armor, and become my spear…"
