Chapter 400: The Foundation of Moonlight Town's Governance



The soft hum of magic still filled the air as Seraphis and Lysara stood in the center of Moonlight Town, their eyes sweeping across the new buildings and the winding roads that had begun to take shape. The central square, with its glowing fountain and the hologram map of the town hovering above it, was bustling with energy, even though no one yet inhabited the town. It was a place full of potential, and Seraphis could sense it.

As they strolled through the freshly built streets, Lysara paused, her eyes scanning the landscape around her. "This is beautiful, Seraphis, but what about the rules? A place like this needs structure, doesn’t it? If it’s going to thrive, there has to be some sort of system, a way to make sure everything runs smoothly."

Seraphis paused too, her gaze fixed on the night sky above. "You're right," she replied. "Every town needs rules. But they can’t be too rigid. We’re not about to create some oppressive system here. This place is supposed to be a refuge—a sanctuary where people from all walks of life can come together."

Lysara frowned slightly, clearly still unsure. "So, how will it work? Who will run the town?"

Seraphis smiled, her eyes glinting with a mix of confidence and clarity. "It will be similar to the structure of the Raven Kingdom. There will be one leader, a noble if you will, who oversees everything, but we will also have a council system made up of the common folk. The idea is to ensure that everyone has a say in how the town is governed and that no one person or group has too much power. The lord or noble of the town will be chosen by the people. They’ll serve as the head, but their authority won’t be absolute."

Lysara looked intrigued, her eyes narrowing as she considered the implications. "So you’re saying the people can hold the noble accountable? If they don’t like the way things are being run, they can… dethrone them?"

"Exactly," Seraphis answered, her voice firm with conviction. "It’s a system built on balance and fairness. If the noble isn’t doing their job properly, if they’re misusing their power, the commoners have the right to call for a council and vote them out. A new noble will take their place, someone the people trust. It’s just like how the Raven Island operates—the lord serves as a leader, but they aren’t above the will of the people."

"And the commoners?" Lysara asked, her curiosity piqued. "How will they be treated?"

Seraphis gave a small nod, clearly proud of her design. "Everyone has a voice. The common folk can rise up if they have the strength and the support to do so. In this town, status won’t be everything. Those who show they can lead, whether through wisdom, action, or bravery, will have the opportunity to earn their place. And that doesn’t just apply to the noble position—it applies across the board."

Lysara seemed to think about that for a moment, nodding slowly. "I see. So, you’re building a society where everyone can make a difference, no matter their origin. A place where people don’t have to fear the rich or the powerful."

Seraphis smiled again, her eyes gleaming. "Exactly. But that doesn’t mean there won’t be order. There will still be laws, of course—laws that help maintain peace and fairness. For example, there will be rules around the games, around combat, and the way we interact with others. And with the town’s growth, we’ll have to constantly evaluate what works and what doesn’t."

"Sounds like a plan," Lysara said, clearly satisfied. "But it will be a lot of work. How do you plan to make sure it all runs smoothly?"

Seraphis raised a hand, her fingers snapping sharply, and the air shimmered with energy. The ground beneath them seemed to shift, and a soft glow began to emanate from the road that ran out of the town. "Come with me," she said, leading Lysara to the newly formed path.

As they walked, a series of lanterns flickered to life, lining the road and casting a warm, welcoming glow. The path wound its way into the forest, and up ahead, Seraphis gestured to a massive archway that appeared. "This," she said, "is the teleportation gate for merchants and travelers. It will be the primary way for people to come in and out of Moonlight Town. Merchants can use this to set up shop, while adventurers and travelers can come and go as they please. It’s vital to the town’s economy."

Lysara nodded, her eyes scanning the archway. "And I assume you’ll make sure the people who come through here are trustworthy?"

Seraphis’s smile widened as she snapped her fingers again. The forest around them rustled, and suddenly, animals of all kinds appeared—deer, wolves, boars, rabbits, and even the occasional large, magical creature. They roamed the area, creating a natural and lively presence. "This will be a place where hunters and adventurers can gather resources. They can come here and hunt, gather food, and do what they need to survive. It’s a place for those who don’t want to participate in the games or live inside the walls of the town all the time."

Lysara’s eyes gleamed as she took in the sight of the animals. "So, people can come out here and hunt for food, explore, and still have a sense of freedom. But what about the dangers? How will people be kept safe out here?"

Seraphis raised her hand once more, and with a quick motion, several large watchtowers materialized along the path leading into the town. "These watchtowers will be the first line of defense. They’ll keep watch over the area surrounding the teleportation gate, ensuring that no unwanted visitors make it past the arch. In addition, patrols will roam the roads, making sure no one tries to take advantage of the town’s peaceful nature and cause harm outside its walls."

Lysara furrowed her brow, her concern returning. "But... how can you be sure that the guards won’t be corrupt? You can’t control everything."

Seraphis’s smile was unwavering, and she waved her hand, causing several towering figures to step forward from the shadows. At first glance, they looked like simple statues, but upon closer inspection, it was clear they were golems—massive, humanoid constructs made of stone and enchanted with powerful magic. They stood still, yet there was an unmistakable intelligence in their eyes.

"These," Seraphis said, gesturing toward the golems, "are the guards of Moonlight Town. They are not human, nor are they made of flesh and blood. They are golems—intelligent, loyal, and incorruptible. Just like the Raven Tower back on the original realm, they can speak, they can interact with people, but they cannot be swayed by greed, ambition, or malice. They are bound to the town and its laws, and they will serve with unwavering loyalty."

Lysara looked up at the golems, their stone forms towering over them, and nodded slowly. "I see. These will ensure the town’s safety without the risks of human corruption. It’s a brilliant idea, Seraphis."

"Exactly," Seraphis replied. "The golems will patrol the town’s boundaries, keeping it safe. They can’t be bribed, they can’t be tempted, and they won’t turn against us. Their loyalty is bound to the land itself."

Lysara watched as the golems began to move, their massive forms silently marching toward the watchtowers. "I can’t say I understand everything about golems, but I trust you. You’ve thought of everything."

Seraphis’s smile widened, her pride evident. "I’ve had a lot of time to think. Moonlight Town will thrive. It will be a place of freedom and peace, and with the right people behind it, it’ll grow into something far greater than we could imagine."

 

As the golems began their patrols and the animals of the forest continued to wander freely, Seraphis and Lysara stood together at the edge of the road. The moonlight bathed the scene in its soft glow, a reflection of the new world they were creating—a world where everyone could find their place.
