This blue-robed cultivator was Qi Nanshan, the City Lord of Yongle Immortal City, a high-ranking Nascent Soul True Immortal.
Yongle Immortal City’s upper echelon was incredibly complex, essentially a coalition of local Immortal Cultivation families, with Qi Nanshan being the helmsman elected jointly by the numerous clans.

“Sect Leader Gu, do you not feel shame using such a despicable pretext?”
“If you don’t give a clear answer today, I and the million cultivators of Yongle will stand against you to the very end!”
Qi Nanshan was aware of the incident concerning the Mount-Shifting Sect’s True Disciple who went missing in Yongle Immortal City, as the matter had been formally communicated via an inquiry letter.
But the content of the letter was not a request for help, but rather a presumptuous and rude demand!
How could Qi Nanshan agree to that?
He never would have thought that the Mount-Shifting Sect would use this as a pretense to launch an unannounced attack and besiege Yongle Immortal City.
This Nascent Soul True Immortal clearly understood that, with such a large scale of preparations, there could be no hope for a peaceful resolution.
