The goal of the Sapphire Duke was to annihilate the Eagle Kingdom’s fleet, but Liszt aimed to destroy even the ports, completely severing the Eagle Kingdom’s maritime force. This undoubtedly meant treating the sea as his personal garden, not allowing anyone else to tamper with it.
