Chapter 1033: Dahlia's Wish
Although Aeliana was furious that ignorant fools were still causing trouble in her city, she did not personally leave to deal with the situation. Law Enforcers usually handle such issues.
As such, she resumed her work.
However, the soft, pounding tremors did not stop even after several minutes had passed. Normally, Law Enforcers would have already arrived at the scene within two minutes and punished the disruptors.
As such, the ongoing commotion was considered abnormal.
Aeliana immediately summoned the leader of her Law Enforcers to look into the details. If she had to leave her office every time an ignorant fool fought in her city, she would never be able to finish the mountain of documents piled up on her desk.
"What's going on, Shana? Isn't there an ongoing fight in the city? Why haven't you sent Law Enforcers to end the commotion and punish the Lawbreakers?" Aeliana wondered.
When Shana heard this, she smiled wryly before replying, "There is indeed a fight going on in the city, my Lady. However, no one dares to stop it. The Battle Witches at the scene are also unwilling to."
"Why?" Aeliana frowned, looking up at Shana questioningly.
"Because Lord Vaan is fighting with Lady Dahlia in bed. They may have forgotten to isolate the area with magic, my Lady. However, since neither of them had given the order, none of the Divine Star-level Battle Witches were willing to do it. Rather, they are even enjoying themselves."
"…I see," Aeliana uttered before falling silent.
She was aware that Vaan had no shortage of admirers. The number of witches willing to warm his bed was enough to populate entire cities and kingdoms. Moreover, they existed on all levels, from common Witchfolks to mighty Divine Star-level Battle Witches.
It wasn't strange for everyone to look up to Vaan and desire his affection. He was the best man in the world. Everyone had seen how much their lives had transformed and improved every day due to Vaan's decisions and unique implementations.
The Black Rose Empire was enriched to the point that the slum districts no longer existed. There were no more homeless and hungry people on the streets begging for money and work.
The Job Seeker Organization, or JSO for short, was formed to help unemployed people find work. It even provided regular payments to help them survive until suitable jobs were found.
Once their work life stabilized, a portion of their income would be used to repay their debts until they no longer owed the JSO.
Naturally, rotten eggs will always exist in any society—parasites who live only to leech off other people's generosity and do not work for anything themselves. Once discovered, such lazy people would have their rights deprived and be handed over to the Disciplinary Reformation Camp for fixing.
There was no free lunch in the world; the JSO would collect its money one way or another.
Even the orphanages receiving generous welfare funding from the country would have to repay their debts eventually. The only difference was that orphans weren't required to work on their debt repayments until they reached adulthood and acquired stable jobs.
That said, although such a system had been implemented, no existing orphanages with welfare funding from the country owed any current debt. As part of a children's support program, they have all received enough donations to be debt-free for the next thirty years.
Although such donations would not be beneficial long-term if they were repeated, as they would make people grow dependent on them and take them for granted, a push was needed for everyone to start striving for a better world.
Children were the future. If the roots weren't cared for, the trees wouldn't be straight, and their leaves would wilt.

While Vaan and Dahlia were snuggling together on the broken bed after their passionate session, they began to talk about the future.
"Have you thought about delegating all your work to some trusted people below you? With how much wealth we have accumulated, even a hundred generations of decadence wouldn't be enough to spend it all. There's no need for you to continue working in real estate, right? Isn't there something else you want to do?" Vaan casually inquired.
When Dahlia heard this, her body subconsciously tensed up. She turned her head to meet Vaan's eyes before anxiously asking, "Are you saying you don't want me anymore?"
"How can that be? Aren't we together right now? What nonsense are you thinking in that head of yours?" Vaan gently nudged Dahlia on the forehead with a smile before clarifying, "I'm simply wondering if there's anything you want to do."
"After all, managing the properties to generate wealth was my idea. However, we are no longer short of money like we were in the past. As such, I thought that such a menial job could be handed over to others."
"I don't want you to be tied down because of my selfishness. I want you to do what you want and be happy," Vaan sincerely said.
Dahlia's heart was moved, and tears gathered at the corners of her eyes.
Although she was a simple and foolish woman, she wasn't completely ignorant. She was aware, or at least suspected, that Vaan had ulterior motives and wanted to use her when he first approached her.
However, she foolishly fell for Vaan's charms and willingly allowed herself to be used.
She thought she was content as long as Vaan desired her. However, his sincere concern and care showed his genuine feelings had touched her heart deeply. He didn't seem as calculating as before. At the very least, she understood she had a place in his heart.
How could she not feel overwhelmed with happiness?
"I am a simple woman. I don't have any grand aspirations. Being able to manage your properties and grow your wealth is already a source of happiness for me. I am content like this. If you were to take this away from me, I wouldn't know what to do with all my free time besides cultivation," Dahlia said, happily embracing Vaan tighter.
Vaan understood her mentality well.
Although managing the real estate business in Sunpeak City was only a tiny matter at their current stage of development, it was still something Dahlia could do for Vaan.
She just wanted to be able to do something for him, no matter how trivial it seemed now.
Still, Vaan did not want Dahlia to live like this; he hoped she could be more selfish.
"Is there nothing else you want to do at all? Why don't you try giving it some thought? If you stop managing the real estate business, what is something you would like to do? It's fine to be more selfish, you know?"
Although Dahlia didn't think it was necessary, she decided to give it some serious thought since Vaan insisted. Once she thought of something, she couldn't help but bury her head in his chest shyly.
"I've thought of something else I could do if I stop working and hand the management over to other people," Dahlia said before asking a tiny voice, "Is it alright for me to make a presumptuous request?"
"You can be as presumptuous as you want. What kind of man will I be if I can't even spoil my woman a little bit despite controlling the whole world?" Vaan replied rhetorically with a smile.
"Then…"
Dahlia thought about what she wanted, and her face burned with even more shyness and embarrassment. However, since she received Vaan's permission, she mustered up the courage to speak.
"May I bear your child?"
When Vaan heard Dahlia's request, he immediately froze in surprise—not because he didn't see it coming but because he felt zero reluctance toward such a request.
If it were in the past, he would not have been willing because he was on the run and his situation was unstable.
Although the world faced a fertility problem, he thought it was quite irresponsible for parents to bring children into the world when they couldn't take care of them. Moreover, he did not want his children to suffer the cruelty of a chaotic world.
However, the past situation no longer applied.
The world was uniting and developing toward a better future. Order was brought to the world, and he had become much more powerful and influential than his past self.
As such, Vaan didn't have to worry about his children struggling to live or feed themselves.
More importantly, he shouldered a very heavy destiny. He wasn't confident that he could withstand heaven's jealousy every time. If he succumbed to it and fell back into the endless cycle of reincarnation, his women would be left alone with nothing to remember him by.
As such, Vaan decided that he would not refuse his women's request if they wished to bear his children.
Furthermore, with the potent life energy from the Profound Pearl of Life, impregnating his women wouldn't be difficult. His children would also be born perfectly healthy with superior talents.
"Is that a no?"
Vaan's moment of silence caused Dahlia's hopeful eyes to dull with disappointment. She thought she was asking for too much, after all.
However, Vaan quickly shook his head.
"Of course not. I was just thinking about what our child's name should be," Vaan smiled before teasing Dahlia, "More importantly, pregnancy isn't easy. If you want to bear my child, don't you think you should start working hard?"
Dahlia was quickly overjoyed and became energetic after listening to Vaan's reply. With a big blush, she sat on top of Vaan and blindly reached for his sleeping dragon behind her.
"Then… I will work hard!" Dahlia said embarrassedly yet with determination.
