To qualify as a new noble, one had to at least be a Second-Class professional or hold influence within one of the three major factions. Alongside them were the families of these new nobles and the remnants of once-glorious old noble houses, not to mention player lords—all forming a sizable noble class in the Ten Thousand Realms.
For a Town-level territory, attracting nobles didn’t mean permanent settlement but temporary visits—essentially high-paying tourists.
They would purchase property and spend money in the territory but wouldn’t permanently join. Nobles only settled in cities. At the Town stage, their main contributions were gold and faction influence.
With the trade route to Merlot City now open—doubling as a tourism route—the nobles visiting White Night Town would mostly come from there, skewing toward the Arcane Faction. After handling post-upgrade construction, Ye Bai planned to establish trade routes with the other two faction capitals in the Blue Star server.
After all, her motto had always been “go big or go home.”
As dawn broke, the residents of White Night Town emerged from their homes. Professionals and soldiers worked together to process monster carcasses—skinning, harvesting meat—while the newly recruited population assisted with hauling.

The renamed White Night Town now faced new challenges. The influx of residents had noticeably lowered the once-stable 90+ health and sanitation ratings, while the newly emerged luxury demand—albeit low—had dragged down overall happiness.
Currently, 20% of the luxury demand in the territory is met by stored sugar and honey, along with other luxuries such as furniture, high-quality textiles, and decorative items. These aren’t cheap luxuries meant to be distributed to every citizen, but rather reserves to ensure that when citizens wish to purchase them, they’re available.
Thus, every additional luxury reserve in the territory increases the overall luxury value.
There’s no upper limit to luxury demand—it can exceed 100, meaning the more variety available, the higher the bonus. Once luxury demand surpasses 60, it no longer negatively impacts the territory’s happiness. Exceeding 80 even grants additional happiness bonuses.
To produce luxuries, corresponding production buildings are naturally required. Ye Bai then switched to the territory’s development page.
Under the productivity column, the newly upgraded White Night Town had already stockpiled a hefty 45 points of productivity.
This included the remaining 8 points from the last period, a monthly trade route bonus of 3 points, 16 points from territory upgrades, and 18 points accumulated naturally over time.
Such an abundance of productivity was something only Ye Bai could achieve in the current state of the game.
While other lords had gained free productivity from real-world players, the productivity required for advancing territory technology was solely calculated based on the work of NPC villagers. Without enough NPC population, even if everything was built, the corresponding technologies couldn’t be unlocked.
After reaching town level, the technology page expanded to the second tier, offering more and more specialized options.
Ye Bai first unlocked the three core town-level technologies, each costing 8 productivity points.
**[Finance]** Unlocks the finance department (buildable in the Mayor’s Office); enables wages; introduces more detailed tax policies.
**[Public Safety]** Unlocks the public safety department (buildable in the Mayor’s Office); enables the construction of guard posts and prisons; introduces the role of town guards.

These three technologies form the essential foundational systems for a town-level territory, alongside military, collectively shaping the administrative structure of the territory. Missing any one would disrupt the town’s normal operations.
Under normal circumstances, players without this much productivity could only afford to unlock two at most. If they wanted other technologies, Finance had to be prioritized, leaving Public Safety and Diplomacy for later. Thanks to her ‘deep pockets,’ Ye Bai unlocked all three at once.
Each department had its own interface and could only be built within the Mayor’s Office.
