"The Maquivina Civilization thought of the High Council at this time. We invited them repeatedly, and they claimed to be non-aligned, choosing to play by themselves. Now that the Controllers have seized their home planet, killing over a billion of their population, the Maquivina people panicked and sought refuge on Cangqiong Star," he commented.

'High chairs' is a term used within the Galactic High Governance Council. But having a high chair in the council means that the civilization holds actual decision-making power and can partake in major affair deliberations. A high chair always represents a high-level civilization.
The High Council was willing to offer the Maquivina people a chair in the council in olden days, but the Maquivina people had declined, and now, getting such a chair again would obviously be difficult.
