CHAPTER START---

---June 26th, 50 Days Since The Trigger Attack…

Within the basement laboratory of Humarise HQ, Flect Turn sits at his desk, glaring at the monitor.

"This timeline is all wrong. They weren't supposed to be this organised. This fast to respond. This…united," he grumbles.

Hearing him through the phone, his sister responds. "We accounted for Horizon, but Phantom Thief's Warp Gate Quirk is a variable we had no way to learn of before the attack. He's become the main factor in global logistics for the relief efforts."

"At least I see some people understand the purpose of this," Flect Turn says as he reads some news articles before playing a video.

A man with glowing purple skin appears on screen and reports the recent global update concerning the Trigger event.

"Recently, there have been more occurrences of Quirkless individuals either uniting in cult-like groups, or quickly rising through the political ranks. The sudden shift from the Quirkless being seen as 'outdated' has changed entirely.

And even with Horizon's inoculation process beginning, it will be months before the entire global population receives the treatment. In the case of another attack, billions more could be lost, and even more chaos could be inspired.

This ear of another attack killing more national leaders has inspired the people to pick those without Quirks who will be immune to Trigger. After some notable political figured were killed in the attack, many countries fell into chaos. 

Between the breakdown of logistical chains and internal strife and civil unrest, the people are reaching out for any sense of security they can find. One of which is found in electing Quirkless individuals into public office.

Something that would have been seen as taboo mere months ago because many believe they cannot properly represent the Quirk holding majority. However, another layer of security is now being made public.

Because cleanup efforts have mostly concluded and cities are slowly being repopulated, the United Nations has announced a new Global Threat Response Force.

This response force will be stations in Manhattan where United Nations headquarters is and will operate under their jurisdiction. In a show of solidarity, every nation has agreed to pledge the requested Pro Heroes and support personnel to the response force.

Recently, both Russia and China did a full 180 on the formation of this group. After Tech this idea was considered, but the occurrences of global level threats are entirely new, so both nations were skeptical.

But not that this Trigger attack has happened. They see this is a pleasant alternative to nuclear rearmament, under the condition that other countries also pledge a certain number of reserve personnel.

The main team will be housed in Manhattan and led by senior intelligence agents for data collection and threat assessment. While the field teams and missions will be led by Mudman, famous for being the strategic lead of Team Horizon.

And the person currently leading the investigation to find the source of the Trigger attacks. He has already been essential in preventing over a dozen more attacks in this time and is getting closer to finding the mastermind behind this chaos with each passing day.

This team will officially be put into service in early August, and will work together to keep us safe. They will need permission from the nation they which to enter, except for the persons who are from that country, so many nations are pushing to get as many of their citizens as possible.

This will allow them to receive aid even before the United Nations clears the entire team for action within their borders.

Flect Turn stops the video, glaring at the monitor and clenching his fist.

He takes a deep breath and looks away from the monitor before collecting his thoughts, considering his options.

Then grits his teeth.

"Fuck!" he slams his fist down, shattering his keyboard. "Meet me in the mutations lab, now!"

He storms out of the room and is walking down the hallway before his sister can respond.

Minutes later he is in one of the lower underground floor, deep below Otheon's capital walking with his sister.

"There is some good new," she says as they proceed through dozens of security doors. 

"And what might that be?"

"Mudman made some progress in finding us, but we were able to avert his gaze onto a small Quirk research facility in South America. It will take him at least a week or two to realize they're been tricked."

"After spending so much time thinking about Horizon. To think I failed to realize the monsters on his team," Flect Turn mutters. "And the inoculation?"

"The production somehow conflicts with that of the Panacea, and governments are hesitant to administer a Quirk gene-modifying serum to their populations. Even Horizon is receiving massive pushback on this matter."

"Which only leaves the other problem of the United Nations' new super team."

"The public list of main members includes all of Team Horizon and many top ranking Pro Heroes. But they only number less than 200 at the moment."

"Not much of a global task force."

"Their reserve listing has swelled to over five thousand."

"Star and Stripe? Horizon?"

"Reserve members. Horizon is technically still a Provisional Pro Hero in Japan, so until he graduates, he can't be added to either listing. For now, it's simply a professional courtesy that he helps them, as a private consultant. 

His teammates have officially been brought on and received an academic leave from UA. Unofficially, they're dropped out, but officially, working for this team will count as graduate credit for their March graduation."

"So Japan released them early just to form this team. Are they really that special?"

"Mudman is an annoyingly skilled detective and strategist. Cellophane is quick and brutal in combat, and is also receiving some training from United States Military personnel at the moment. Dark Shadow is simply powerful and versatile. 

Phantom Thief isn't officially a member of Team Horizon, but recent reports show him working closely with them. And the public includes him in their unofficial listings."

"Warp Gate," Flect Turn says as they arrive at a pair of massive tungsten security doors that slowly begin to open. "That alone is enough for the world to fight over him. Not to mention his innate Copy Quirk."

"Japan also sent two others."

"Are they anything special?"

"No, but they're strong," she says. "Most countries send main members from their students, as a way of preserving the Hero-Villain ecosystem they have. But I'd put these two in the top 20, if not top 10 of any country you drop them into."

"Then all the more reason for us to accelerate the plan," Flect Turn says as the doors fully open, revealing a metallic and cold room with a large black test-tube-like device in the middle of it.

He walks over to the control and turns on the light in the pod, revealing a man with white hair and a mask over his mouth with breathing tubes connected.

The man was floating in purple liquid and had tubes connected to his body, pumping him full of Trigger.

"I wondered why All For One gifted me his failed project before going into Tartaros. And now I understand," he says. "Now I understand. And even that monster knew the truth. That the only way forward is to cleanse this world."

"Nine is still highly unstable," she says. "We won't have any way to control him."

"Then he is exactly what Quirks will lead humanity toward. Animals with barbaric and primal instincts. Lashing out at everyone and everything around them. Yet wielding the power to destroy it all."

"And how will we use them?"

"The inoculation is slow, so we have time. The next attack will kill a few hundred million if it works. We will deploy him before that. Even Horizon can't be everywhere at once. We simply need to figure out the best time to attack."

"There is a pattern of Panacea creating," she says. "And with the inoculation occupying the same process and being produced just as rapidly—"

"We attack when he's busy making them, so he'll already be worn down. A wise choice, as expected from my sister."

"We will only get one chance, and we have to keep but him and Star and Stripe away from this city, this facility. If either of them gets here, our plan to purge the world all at once will fall apart."

"Then contact all our agents. We have much preparation to do. Then we will deploy Nine," Flect Turn glares at the man in the pod. "I wonder how many more like him All For One made, before he created something that could host nine Quirks."

"His name is the number of Quirks, so there must have been 8 more…all failures."

"No, all abominations, but useful weapons in creating a new world…"
